Ukraine sanctions 29 Russians, 29 companies tied to Rostec defense supply chains

KYIV, September 13, 2026 — Ukrainian President Volodymyr Zelenskyy signed Decree No. 899/2026, bringing into force a National Security and Defense Council decision imposing sanctions on 29 Russian nationals and 29 Russian companies.

The measures were proposed by Ukraine's Security Service and target entities and individuals linked to Russian state defense corporation Rostec. Those affected include companies involved in supply chains for high-precision industrial equipment, electronics and components used to manufacture missiles and drones.

The sanctions also cover producers of dual-use goods, research organizations developing technical documentation for Russia's military-industrial complex and an educational institution that trains specialists for companies belonging to the Kalashnikov concern.

Other sanctioned companies design and supply high-technology equipment for Russian defense enterprises or develop and maintain software used for data collection, database management and information encryption.

Under the decree, Ukraine's government and Security Service, together with the National Bank of Ukraine and other authorities, were instructed to implement and monitor the restrictions. The Foreign Ministry was directed to notify the European Union, United States and other countries and seek corresponding sanctions from international partners.

The Rostec-related measures formed part of three sanctions decrees signed by Zelenskyy on Sept. 13. Separate measures targeted 20 vessels used by Russia's shadow fleet to export oil, petroleum products and liquefied gas, as well as individuals Ukraine accuses of promoting Russian propaganda and justifying Moscow's war.

Ukraine said it would provide information on the designations to international partners as it seeks broader alignment of the sanctions across foreign jurisdictions.
