EU amends sanctions regulation targeting Democratic Republic of Congo
The European Union has adopted amendments to its sanctions framework concerning the Democratic Republic of Congo, updating legislation governing restrictive measures imposed in response to the country's prolonged conflict and instability.
LUXEMBOURG, Oct. 27, 2026 — The Council of the European Union adopted Regulation (EU) 2026/2374 on Oct. 26, amending Regulation (EC) No. 1183/2005, which establishes restrictive measures in view of the situation in the Democratic Republic of Congo (DRC).
The underlying sanctions framework provides for asset freezes and prohibitions on making funds or economic resources available to designated individuals and entities. It operates alongside EU foreign policy measures established under Council Decision 2010/788/CFSP and supports international efforts to address violence, insecurity and activities undermining peace and stability in the DRC.
The EU's sanctions regime targets individuals and entities associated with serious human rights violations, armed conflict and actions threatening stability in the country. The measures complement restrictions imposed through the United Nations Security Council's sanctions framework, while allowing the EU to maintain additional autonomous designations.
Regulation (EU) 2026/2374 was published in the Official Journal of the European Union on Oct. 27. The precise substantive amendments introduced by the regulation could not be independently verified from the accessible text, including whether they alter designation criteria, compliance obligations or other provisions. Accordingly, the measure cannot be characterized as introducing new sanctions or removing existing restrictions without examining its operative articles.
