Ukraine has imposed sanctions on 44 individuals linked by Ukrainian authorities to Russian-organized elections in occupied territory, applying asset freezes, trade restrictions and other measures.
KYIV, September 17, 2026 — Ukraine has imposed sanctions on 44 individuals under a National Security and Defense Council decision, including asset blocking, a complete termination of trade operations and other economic restrictions.
The measures target individuals associated by Ukrainian authorities with Russian-organized elections in occupied parts of Donetsk, Luhansk, Kherson and Zaporizhzhia regions, as well as Crimea and Sevastopol.
According to the underlying listings, 38 of the sanctioned individuals are identified as holding both Russian and Ukrainian citizenship, while six are listed solely as Russian citizens.
The records also include multiple Ukrainian, Russian and Latin-script name variants, dates of birth and, in many cases, tax or demographic identifiers. Those details may be relevant for sanctions-screening systems and potential name-match reviews. The decision was made under Article 5 of Ukraine’s sanctions law following proposals from the Security Service of Ukraine. The Cabinet of Ministers, Security Service, National Bank and state awards commission were directed to implement and monitor the measures.
Ukraine’s Foreign Ministry was instructed to inform the European Union, United States and other countries and seek analogous restrictions. The decision has entered into force.
