Ukraine targets Russian military suppliers and sanctions evasion networks with new sanctions package
Ukraine has imposed new sanctions on Russian individuals and companies tied to weapons production, dual-use technologies, sanctions evasion, illegal business in occupied territories and the Kerch Bridge.
KYIV, April 4, 2026 — Ukraine has imposed a new sanctions package against Russian individuals and entities that support Moscow’s military-industrial complex and help it evade existing restrictions, according to the office of President Volodymyr Zelenskiy. The measures were enacted through presidential decrees implementing decisions of the National Security and Defense Council of Ukraine.
The package aimed at the military-industrial complex covers 26 individuals and 31 legal entities. According to the presidential office, those targeted include companies producing unmanned robotic systems for underwater, surface and aerial use, along with software used to operate them.
Ukraine said the list also includes firms that manufacture and service weapons and military-related equipment, including electronic warfare systems, air defense systems, armored vehicles, submarines, ships, auxiliary fleet vessels, port equipment and related components. Separate measures also hit aviation-sector enterprises involved in making and repairing components for Mi-8, Mi-17, Mi-171, Mi-172 and Mi-14 series helicopters.
The package also targets seven individuals and 11 legal entities accused of helping Russia circumvent sanctions. Ukraine said those listings include companies and executives linked to production of components for Kh-101, Kh-59M2/M2A and Iskander-K missiles, as well as businesses operating illegally in temporarily occupied territories and entities involved in construction of the Kerch Bridge, also known as the Crimean Bridge.
Kyiv said it will share the underlying information with partners to support coordinated sanctions action across jurisdictions. Vladyslav Vlasiuk, the Ukrainian president’s sanctions policy adviser, said the measures are intended to strike at weapons manufacturers, critical suppliers and the networks that enable sanctions evasion.
