HMRC names Petrofac unit in Russia sanctions settlement

UNITED KINGDOM, July 29, 2026 — HM Revenue and Customs named Petrofac Facilities Management Limited after the company paid £569,157.07 in a compound settlement for breaches of the Russia (Sanctions) (EU Exit) Regulations 2019.

The offenses occurred while the company, known as PFML, was divesting its Russian operations in 2022 and 2023. Two breaches involved industrial goods sanctioned under the regulations’ G7 Dependency and Further Goods chapter.

One offense involved making the goods available to a person connected to Russia. The other involved making sanctioned goods available for use in Russia. PFML also provided technical assistance related to those goods, resulting in a separate breach.

The case centers on the recipient’s connection to Russia, the goods’ intended use and services associated with them, underscoring the range of activity covered by the trade restrictions during a corporate exit.

PFML voluntarily disclosed the matter and fully cooperated with HMRC’s investigation. HMRC says compound settlements may be offered when a breach was inadvertent or resulted from weaknesses in internal controls and the exporter voluntarily reported it.
