Treasury sanctions Iran-linked weapons procurement network spanning Iran, Russia, Italy and Nigeria
The United States on Wednesday imposed sanctions on seven people and companies tied to a global network that Treasury said procured weapons for Iran’s Islamic Revolutionary Guard Corps after Iranian attacks on commercial vessels in the Strait of Hormuz.
WASHINGTON, July 15, 2026 — The US Treasury Department’s Office of Foreign Assets Control sanctioned seven individuals and entities tied to what it described as an international procurement network supporting weapons acquisition for Iran’s Islamic Revolutionary Guard Corps, or IRGC. Treasury said the move followed Iran’s attacks on commercial vessels in the Strait of Hormuz and was meant to disrupt overseas channels used to obtain materiel, move personnel and mask the IRGC’s role in illicit procurement.
Treasury said the action targets Iranian national Behrouz Namazi, identified as general director of Tehran-based Nika Jet Company, which the department said provides services related to aircraft parts and drones. It also named Italy-based Dounia Ettaib, Russia-based Mariya Vladimirovna Selina and Vadim Anatolyevich Druzhbin, Nigeria-based Vanguard Tactical Supply Limited, Moscow-based Avratek OOO and Nika Jet Company. OFAC’s sanctions update said the designations fall under nonproliferation authorities and noted the listed parties face secondary sanctions risk.
According to Treasury, Vanguard Tactical Supply served as an intermediary for Namazi, while Ettaib participated in procurement efforts for him. Treasury said Selina, a longtime procurement agent for Iran, worked through Avratek, an aviation transport company in Moscow, to support Namazi’s efforts on behalf of the IRGC, and said Druzhbin coordinated travel for Namazi and Selina and had previously been involved in arranging Iranian shipments.
Treasury said the designations build on OFAC actions announced May 8 and June 10, 2026, targeting procurement networks that sourced weapons for the IRGC and Iran’s Center for Innovation and Technology Cooperation, including man-portable air-defense systems. The latest action was taken under Executive Order 13382, which targets weapons of mass destruction proliferators and their supporters.
Under the sanctions, all property and interests in property of the designated parties that are in the United States or in the possession or control of US persons are blocked and must be reported to OFAC. Treasury also said foreign financial institutions that knowingly facilitate significant transactions for designated persons could face secondary sanctions.
