OFAC targets Maduro-linked oil shipping network and tanker fleet

WASHINGTON, December 11, 2025 — The U.S. Treasury’s Office of Foreign Assets Control added four individuals, six entities and six vessels to its Specially Designated Nationals List in a package spanning counter-narcotics and Venezuela-related sanctions measures. The action took effect with OFAC’s Dec. 11, 2025, list update.
The individual additions include Efrain Antonio Campo Flores and Franqui Francisco Flores de Freitas under Executive Order 14059, Ramon Carretero Napolitano under Executive Order 13850, and Carlos Erik Malpica Flores under a Venezuela program designation. OFAC’s related notice said the action targeted Maduro-linked insiders and sanctions evaders tied to Venezuela’s oil sector.
The entity additions are Arctic Voyager Incorporated, Full Happy Limited, Myra Marine Limited, Poweroy Investment Limited, Ready Great Limited and Sino Marine Services Limited. All six were listed under Executive Order 13850.
OFAC also added six crude oil tankers to the SDN List under the Venezuela program: H. Constance, Kiara M, Lattafa, Monique, Tamia and White Crane. The vessels are linked respectively to Poweroy Investment Limited, Arctic Voyager Incorporated, Ready Great Limited, Full Happy Limited, Sino Marine Services Limited and Myra Marine Limited.
In a separate nonproliferation update, OFAC amended the entry for Advanced Information and Communication Technology Center by adding aliases, including Advanced Information and Communication Technology Research Institute and AICT. It also updated the entry for Pezhman Rahimian to add a date of birth.
