OFAC sanctions eight tied to Sudan war procurement, recruitment networks
The Treasury Department's Office of Foreign Assets Control sanctioned eight people and companies linked to procurement and recruitment networks supporting Sudan's civil war. The action took effect June 26 under Executive Order 14098.
WASHINGTON, June 26, 2026 — The Treasury Department's Office of Foreign Assets Control imposed sanctions on eight individuals and entities tied to procurement and recruitment networks that support Sudan's civil war, targeting suppliers linked to the Sudanese Armed Forces and associates connected to a network recruiting former Colombian military personnel to fight for the Rapid Support Forces.
The action, taken under Executive Order 14098, adds three companies and five individuals to the Specially Designated Nationals and Blocked Persons List. On the procurement side, OFAC sanctioned Sudan-based Target Multiactivities Company Ltd., its managing director Tariq Hussain Muhammad Madani, India-based SBL Energy Limited and its chief executive, Alok Choudhari, as well as Sudan-based Ports Engineering Company Ltd.
Treasury said Target Multiactivities is controlled by the Defense Industries System through Giad Industrial Group, both of which OFAC had designated in 2023. The agency said the company imported explosives and related material into Sudan, including shipments from SBL Energy, and that the explosives were used in bombs deployed by the SAF. Treasury also said Ports Engineering imported uniforms, footwear, ammunition belts and boxes of weapons after the conflict began in April 2023.
OFAC also designated three associates of Talent Bridge S.A. — Panamanian nationals Enrique Daniel Palacios Quintanilla and Jack Peter Derman Guzman, and Colombian national Fredy Alejandro Lopez Ocampo. Treasury said they held official roles at the Panama-based company, which it said was used by a network led by Alvaro Andres Quijano Becerra and Claudia Viviana Oliveros Forero to recruit former Colombian military personnel to fight in Sudan for the RSF.
As a result of the action, property and interests in property of the designated persons that are in the United States or under the control of U.S. persons are blocked and must be reported to OFAC. U.S. persons are generally barred from transactions involving those property interests unless authorized or exempt, and entities owned 50% or more by one or more blocked persons are also blocked.
