WASHINGTON, May 15, 2026 — The U.S. Treasury's Office of Foreign Assets Control said a federal court order is preventing the government from implementing or enforcing the designation of Francesca Albanese as a designated foreign national under Section 1(a)(ii)(A) of Executive Order 14203, which underpins the International Criminal Court-related sanctions program.

According to OFAC, the U.S. District Court for the District of Columbia on May 13 issued an order in L.C. et al. v. Trump et al., No. 1:26-cv-688 (D.D.C.) enjoining the State Department, Treasury Department and Justice Department, along with their officers, agents, employees, attorneys and others acting with them, from taking that action.

OFAC said Albanese's designation is not being implemented or enforced while the order remains in effect. The agency posted the litigation alert on its International Criminal Court-related sanctions program page, which cites Executive Order 14203 of Feb. 6, 2025, the International Emergency Economic Powers Act, the National Emergencies Act and 31 CFR Part 528 as part of the program's legal framework.
