OFAC sanctions Sudanese commanders, CJNG-linked resort network
The U.S. Treasury's Office of Foreign Assets Control on Feb. 19 sanctioned three Sudanese Rapid Support Forces commanders and a network tied to Mexico's Cartel de Jalisco Nueva Generacion, including Kovay Gardens. The action took effect that day, and OFAC also issued a general license to wind down transactions involving the resort.
WASHINGTON, February 19, 2026 — The U.S. Treasury's Office of Foreign Assets Control sanctioned three Sudanese individuals and a network tied to Mexico's Cartel de Jalisco Nueva Generacion, adding them to the Specially Designated Nationals and Blocked Persons List. The action also included a counterterrorism general license authorizing the wind down of transactions involving Kovay Gardens, a Mexican timeshare resort OFAC said was sanctioned under Executive Orders 14059 and 13224, as amended.
The Sudan-related designations cover Elfateh Abdullah Idris Adam, identified as a Rapid Support Forces commander in Sudan; Gedo Hamdan Ahmed Mohamed; and Tijani Ibrahim Moussa Mohamed, identified as a Rapid Support Forces field commander in Sudan. The recent actions notice separately linked the Sudan measures to a Treasury press release on atrocities in El-Fasher.
The counterterrorism and counternarcotics designations also targeted five Mexico-based individuals linked to CJNG and 20 entities in Mexico and the United States. Those entities include Kovay Gardens in Nayarit and Hotel Management International LLC in San Antonio, as well as companies linked to several of the newly designated individuals.
OFAC said it also updated the SDN entry for Russia-related entity Limited Liability Company Investment Consultant Elbrus Capital to add an alias, Capella Capital Limited Liability Company, and a new Moscow address. In a separate Sudan-related update, the agency added a Kenyan passport and a UAE identification number to the entry for Algoney Hamdan Daglo Musa.
The recent actions notice was updated on May 8, 2026, to add identifiers for Kovay Gardens. OFAC said the resort is now using the aliases Navira Villas & Residences and Marina Oasis Beachfront Resort.
