OFAC issues Russian oil delivery license and replaces General License 134
OFAC issues General License 134A, extending authorization for the sale, delivery or offloading of Russian-origin crude oil and petroleum products loaded on vessels as of March 12.
WASHINGTON, March 19, 2026 — The U.S. Treasury Department’s Office of Foreign Assets Control issued Russia-related General License 134A on March 19, authorizing transactions ordinarily incident and necessary to the sale, delivery or offloading of crude oil and petroleum products of Russian Federation origin loaded on any vessel on or before 12:01 a.m. EDT on March 12, 2026. The authorization runs through 12:01 a.m. EDT on April 11, 2026.
The new license expressly covers cargoes loaded on vessels that may themselves be blocked under the listed sanctions authorities. OFAC said the permitted activities include safe docking and anchoring, crew health and safety, emergency repairs, environmental mitigation or protection, and related maritime services such as vessel management, crewing, bunkering, piloting, registration, flagging, insurance, classification and salvage.
The license also states that Russian-origin crude oil and petroleum products covered by the authorization include products produced by entities sanctioned under the Russian Harmful Foreign Activities Sanctions Regulations or the Ukraine-/Russia-Related Sanctions Regulations.
At the same time, GL 134A does not authorize transactions involving persons located in or organized under the laws of Iran, North Korea or Cuba, the covered regions of Ukraine, or entities owned or controlled by, or in joint ventures with, such persons. It also does not authorize other transactions barred under executive orders or other parts of 31 CFR chapter V, including prohibited dealings involving Iran, the Government of Iran, or Iranian-origin goods or services, except as otherwise authorized in paragraph (a).
OFAC said GL 134A replaces and supersedes General License 134, which it had issued on March 12.
