WASHINGTON, December 18, 2025 — The Treasury Department’s Office of Foreign Assets Control added Iran-related and International Criminal Court-related names to the Specially Designated Nationals and Blocked Persons List on Dec. 18, while also removing several Russia-related entries from the SDN List and deleting one person from the Foreign Sanctions Evaders List.

The new SDN listings covered three individuals, including two designated under an ICC-related authority and one designated under an Iran-related authority. OFAC also added a broad set of shipping and maritime services companies tied to the Iran-related program, along with numerous vessels linked to those entities.

Among the newly listed entities were shipping and ship management companies in the Marshall Islands, Panama, India, the United Arab Emirates, Liberia and the British Virgin Islands. The vessel additions spanned chemical and products tankers, crude oil tankers and asphalt or bitumen tankers sailing under flags including Palau, Panama, Cook Islands, Barbados and Jamaica, with some entries showing former or unknown flags.

OFAC also issued International Criminal Court-related General License 11, authorizing the wind down of transactions involving certain persons blocked on Dec. 18, 2025. It separately issued Iran-related General License S, authorizing limited safety and environmental transactions and the offloading of cargo involving certain persons or vessels blocked the same day.

On the removal side, OFAC deleted multiple Russia-related entries from the SDN List, including individuals and companies in Cyprus, Finland, Turkey and the United Arab Emirates. It also removed Evren Kayakiran of Turkey from the Foreign Sanctions Evaders List.
