EU aligns five Congo sanctions entries with UN list
The European Union aligned four people and Alliance Fleuve Congo with UN designations in its Congo sanctions regime, with the change taking effect at the end of September.
BRUSSELS, September 29, 2026 — The European Union moved four armed-group figures and one entity within its Congo sanctions regime following their designation by the UN Security Council.
Council Implementing Regulation (EU) 2026/2191 adds the four individuals and Alliance Fleuve Congo, or AFC, to Annex I of the EU’s Democratic Republic of the Congo sanctions regulation and deletes their entries from Annex Ia. The change takes effect Sept. 30, the day after publication in the Official Journal.
The UN sanctions committee designated six people and two entities on July 14. Four of those people and AFC were already listed by the EU, prompting the bloc to change where their entries appear rather than present them as newly sanctioned subjects.
The individuals hold leadership or command roles in Twirwaneho, the Democratic Forces for the Liberation of Rwanda Forces Combattantes Abacunguzi, AFC and the March 23 Movement. Their entries cite conduct including attacks on civilians, child recruitment, kidnapping for ransom, illegal natural-resource exploitation and support for armed-group activities. AFC is described as an eastern Congo politico-military movement allied with the UN-sanctioned M23/ARC.
Annex I subjects’ funds and economic resources are frozen, and funds or economic resources cannot be made available to them directly or indirectly. For sanctions-screening teams, the transfer changes the list location for five existing EU entries and includes aliases, passport details, a national identification number and other identifying data.
