EU removes three people from terrorism sanctions list
The European Commission will remove three people from the EU’s ISIL and al-Qaida asset-freeze list and amend identifying information for three others, with the changes taking effect Nov. 5.
BRUSSELS, November 4, 2026 — The European Commission will remove three people from the European Union’s ISIL and al-Qaida asset-freeze list and amend identifying information for three others, implementing decisions by a United Nations sanctions committee.
The changes take effect Nov. 5, following publication of Commission Implementing Regulation (EU) 2026/2490 in the EU’s Official Journal on Nov. 4. The commission adopted the regulation Nov. 3.
Those being removed are Shafi Sultan Mohammed Sultan Al-Ajmi, Bassam Ahmad Al-Hasri and Iyad Nazmi Salih Khalil. Their entries will no longer fall under the freezing of funds and economic resources imposed through this list.
The other changes concern Emilie Edwige Konig, Oumar Diaby and Peter Cherif, who remain listed. These are amendments to existing entries, not new designations.
Konig’s entry now records her address as France, where she is detained, replacing information that placed her in Syria. It classifies Emilie Samra Konig as a low-quality alias and separates her French national identity card numbers from her passport details.
Diaby’s amended entry changes the alias Oumar Omsen to Omar Omsen and labels that name and Omsen as low-quality aliases. The commission’s updated entry describes him as a leader of an armed group linked to al-Qaida and a facilitator for foreign terrorist fighters traveling to Syria.
Cherif’s entry adds Abou Hamza as a good-quality alias and changes his address from Yemen to France, where he is in custody. It retains the record of his life sentence imposed by a French court on Oct. 3, 2024.
The U.N. Security Council sanctions committee decided on the removals Oct. 24 and the identifying-data amendments Oct. 26. The EU regulation is binding and directly applicable in all member states.
