UK updates sanctions records for Haqqani figures under Afghanistan regime

LONDON, August 27, 2026 — The Foreign, Commonwealth and Development Office said Thursday that it had made two corrections to the UK Sanctions List under the Afghanistan sanctions regime. The government stressed that the changes were administrative and that both individuals remain subject to sanctions.

The entry for Sirajuddin Jallaloudine Haqqani, UK unique ID AFG0112 and UN reference TAi.144, was updated to include passport number P05076602 and to record Aug. 27 as the latest update date. His listing includes an asset freeze and travel ban. The UK record describes him as heading the Haqqani Network as of late 2012 and identifies several aliases, including Siraj Haqqani and Abdul Satar Abdullah.

The government also corrected the entry for Jalaluddin Haqqani, UK unique ID AFG0036. The amendments removed a 1948 year of birth, passport number P05076602 and associated passport issuance information from his record. The updated entry retains a 1942 year of birth and records Neka District, Paktia Province, Afghanistan, as birthplace information. He remains subject to an asset freeze and travel ban.

Jalaluddin Haqqani's listing states that he was reportedly deceased as of September 2018 and identifies him as the father of Sirajuddin Haqqani. Both listings originate from UN designations.

The notice said anyone holding or controlling funds or economic resources belonging to a designated person must freeze them, must not make them available without an applicable exception or licence, and must report relevant findings to the Office of Financial Sanctions Implementation.
