UK amends Russia sanctions entries, revokes vessel specification
Britain updated its Russia sanctions list on Tuesday, amending entries for a GRU-linked individual and crypto-linked entity Huobi Global S.A., while revoking the specification of the vessel Zangazur.
LONDON, July 7, 2026 — The UK government said it has amended the designations of one individual and one entity under its Russia sanctions regime and revoked the specification of one vessel, in the latest update to the UK Sanctions List. The changes were announced in a government bulletin sent at 12:59 p.m. BST on Tuesday.
The amended individual is Stanislav Sergeyevich Popov, listed under reference RUS3656. The amended entity is Huobi Global S.A., listed under reference RUS3619. The revoked vessel is Zangazur, IMO 9420617, listed under reference RUS2579. The government bulletin did not specify in the alert itself what details were changed in the amended entries or why the vessel was revoked.
UK sanctions records describe Popov as a person the government suspects is or has been a member of Russia’s GRU military intelligence agency. A sanctions notice issued on June 16 said he had been involved in supporting the GRU front company LLC Neptune Co. Ltd. in procuring goods and technology for Russia’s defense sector.
The UK sanctions entry for Huobi Global S.A. says the government suspects the company of supporting the Russian government by providing financial services, funds, economic resources, goods or technology to A7 Limited Liability Company and Garantex Europe OU, which Britain says operate in sectors of strategic significance to Russia.
The vessel Zangazur had previously been listed by the UK on the grounds that it was involved in carrying Russian-origin oil or oil products from Russia to a third country, according to the sanctions search record.
The update falls under the UK’s Russia sanctions framework, which allows the government to impose asset freezes and other restrictions on people, entities and ships it says are linked to undermining Ukraine’s sovereignty or supporting the Russian government.
