WASHINGTON, May 19, 2026 — The U.S. Treasury's Office of Foreign Assets Control added 12 individuals, 31 entities and 19 vessels to its Specially Designated Nationals List, combining counterterrorism and Iran-related sanctions actions effective May 19, 2026.

Among the counterterrorism designations were nine individuals and one entity tagged as Specially Designated Global Terrorists. OFAC linked those entries to Hamas, Hasm, the Popular Conference for Palestinians Abroad and the Samidoun Palestinian Prisoner Solidarity Network. The agency also identified secondary sanctions risk under Section 1(b) of Executive Order 13224, as amended, for those listings.

Individuals tied to Hamas were listed in Gaza, Turkey and Jordan, alongside The Palestinian Scholars Association in Gaza. Additional counterterrorism designations targeted people linked to Hasm, the Popular Conference for Palestinians Abroad and Samidoun, with locations including Spain, Belgium and Turkey.

Separately, the Iran-related action added three individuals and 30 entities under Executive Order 13902, along with 19 vessels. Several of the newly designated individuals were linked to Ebrahimi and Associates Partnership Company, also known as Amin Exchange, an Iran-based entity that OFAC said is subject to secondary sanctions.

Entities added under the Iran-related measures span jurisdictions including the United Arab Emirates, Hong Kong, the Marshall Islands, Panama, the United Kingdom, Liberia, Saint Kitts and Nevis, China and Iran. The vessels added to the SDN List include crude oil, chemical and LPG tankers flying flags from Panama, Gabon, Palau, Cameroon and Hong Kong.
