Monaco removes six people, revises two Iran sanctions entries

MONACO, July 27, 2026 — Monaco removed six individuals from its sanctions list and revised records for one individual and one entity across three Iran-related EU regimes.

The changes, made through Minister of State Decision No. 2026-83, amend Monaco’s 2021 framework for applying international economic sanctions. The decision is dated July 27, but the evidence pack does not identify a separate effective date.

Two of the removed individuals had been listed under the EU’s Iran proliferation regime. Four others were listed under the regime addressing Iranian military support connected to Russia’s war against Ukraine. Their prior entries covered roles tied to the Islamic Revolutionary Guard Corps, Iranian drone and missile programs, and weapons transfers involving Russia or armed groups in the Middle East and Red Sea region.

The revised entity record covers the Research Centre for Explosion and Impact, also known as METFAZ. It describes the center as a subsidiary of the listed Organization of Defensive Innovation and Research, under Iran’s defense ministry, and links its detonation technology work to nuclear warhead development and proliferation-sensitive nuclear activity.

Monaco also revised the entry for Maj. Gen. Hossein Salami under the EU’s Ukraine territorial-integrity regime. His record says he commands the IRGC, oversees Iran’s unmanned aerial vehicle program and is responsible for defense cooperation that includes supplying UAVs to Russia for use in the war against Ukraine.
