Monaco adds former RT France chief, updates Taliban entries
Monaco’s minister of state added former RT France chief Xenia Fedorova to its sanctions annex and amended 26 Afghanistan-Taliban entries in a decision dated Sept. 24.
MONACO, September 24, 2026 — Monaco added Russian media figure Xenia Fedorova to its international sanctions annex and revised 26 existing entries under the Afghanistan-Taliban regime.
Decision No. 2026-108 places Fedorova, a former president and news director of RT France, under Monaco’s framework for freezing funds and economic resources. Her entry is based on EU Regulation 2026/2165 concerning Russian destabilizing activities.
Monaco said Fedorova supported Russian government actions and policies that threaten democracy and stability through information manipulation and interference. She led RT France from 2017 to 2022 and later appeared regularly in French media. French authorities publicly identified her as a conduit for Kremlin disinformation and adopted an expulsion measure against her in July 2026.
The same decision amended 25 individual entries and one entity entry under the sanctions regime established by U.N. Security Council Resolution 1988 and EU Regulation 753/2011. Those records concern Taliban members, Haqqani network figures and a money exchange used to transfer funds for Taliban fighters and operations.
The revised records contain aliases, birth information, passport details, addresses and updated legal references. Such changes may affect sanctions-screening matches and internal list maintenance even though the subjects were already listed.
