Monaco adds six Iranians to human rights sanctions list
Monaco added five Iranian judges and one cyber figure to its asset-freeze list under the EU Iran repression regime in a ministerial decision dated July 24.
MONACO, July 24, 2026 — Monaco expanded its Iran human rights sanctions coverage to five judges and one cyber figure, adding all six to the principality’s asset-freeze list.
Decision No. 2026-82 amended the list maintained under Monaco’s framework for freezing funds and economic resources in implementation of international economic sanctions. The additions fall under the EU Iran repression regime and cite EU Regulation 2026/1851, also dated July 24. The decision does not state a separate effective date.
Five of the new entries concern Iranian judges cited for serious human rights violations through proceedings against political dissidents, protesters, women opposing compulsory hijab rules, human rights defenders and members of religious minorities. The cited conduct includes death sentences, lengthy prison terms, flogging and proceedings marked by alleged fair-trial violations.
The sixth entry covers Nima Salehi, identified as an Iranian hacker, computer engineer and a founder and leading figure of the Ashiyane cyber group. The listing says Ashiyane is linked to the Iranian regime, cooperates with Iran’s cybercrime police and the Islamic Revolutionary Guard Corps, and has conducted sustained cyberattacks against Iranian opponents and reformists as well as foreign institutions.
For sanctions-screening teams, the update introduces six new individual records. Some entries include aliases, and one includes a national identity number, details that may affect name and identifier matching.
