MONACO, Aug. 7, 2026 — Monaco expanded its asset-freeze list to cover five Russian defense-industry executives whose companies make missile, drone, navigation and space systems tied to Russia’s military-industrial complex.
Decision No. 2026-90 adds the five individuals under the EU’s Ukraine territorial integrity sanctions regime, Regulation (EU) 269/2014. The measure amends Monaco’s 2021 framework for freezing funds and economic resources under international economic sanctions.
The listed individuals are directors or chief executives of five Russian companies. The stated grounds say their roles provide material support to Russia’s military-industrial complex through the development, production or supply of military equipment and technology.
Their companies’ activities span components for the Iskander-M ballistic missile system; communications equipment used in Orlan-10 and Tachion unmanned aerial vehicles; helicopter-type drones and flight software; military satellite radar projects; and production of the RS-28 Sarmat ballistic missile.
Each new entry includes Russian nationality, a senior corporate title and a tax identification number. Those added identifiers may affect sanctions-screening matches involving people with similar names.
The decision cites EU measure 2026/1940 as the legal basis for each addition.
