EU Council Retains 36 Entries Under Counterterrorism Sanctions

BRUSSELS, July 30, 2026 — The European Union kept 13 people and 23 legal persons, groups and entities under counterterrorism restrictive measures after reviewing the status of every entry.

Council Implementing Regulation (EU) 2026/1878 publishes the updated list under Regulation (EC) No. 2580/2001. It takes effect July 31, the day after its publication in the Official Journal of the European Union, and is binding in its entirety and directly applicable across EU member states.

The Council said competent authorities had made decisions finding that each listed subject had been involved in terrorist acts as defined by the underlying regulation. It considered observations from affected parties and updated information from national authorities before concluding that the measures in Article 2(1) and (2) should continue.

The retained entries include personal identifiers such as aliases, birth details, nationalities and passport numbers; one entry also includes addresses. Several organizational entries carry alternate names or abbreviations, making the published data relevant to sanctions-screening matching.

For compliance teams, the action preserves the list’s existing coverage rather than announcing a round of new designations or removals. Its continued application also means internal screening data can be checked against the published identifiers.
