EU Council delays Russian crude oil price-cap adjustment
The EU Council postponed its procedure for adjusting the Russian crude oil price cap, leaving the current limit in place until a new cap applies Aug. 15.
BRUSSELS, July 17, 2026 — The European Union has delayed its Russian crude oil price-cap adjustment, extending the current limit while the Council considers whether market developments warrant a change.
Council Regulation (EU) 2026/1805 entered into force July 17, the day after its publication in the Official Journal. It amends the EU sanctions regime addressing Russia’s actions destabilizing Ukraine and applies directly across member states.
Under the revised timetable, the European Commission will publish a notice July 23 covering the average market price of Russian crude over the 22 weeks from Jan. 15 through June 17. The related amendment to Annex XXVIII of Regulation (EU) No 833/2014 will apply Aug. 15.
The Council said the delay provides additional time to examine market developments and adopt any necessary amendment through an orderly decision-making process.
For sanctions compliance, the immediate effect is continuity: The existing price cap remains applicable until the new cap takes effect. The regulation does not specify the new cap’s level, making Aug. 15 the key operational date for any resulting change.
