EU adds two oil companies to Belarus sanctions list

BRUSSELS, July 23, 2026 — The European Union expanded its Belarus restrictive-measures list to two oil-sector companies tied through ownership and business relationships to state-linked petroleum enterprises.

Council Implementing Regulation (EU) 2026/1817 adds European Trading Company LLC, known as ETK, and OJSC Mozyr Oil Refinery to the list of legal persons, entities and bodies covered by Regulation (EC) No 765/2006. The measure took effect upon publication in the EU’s Official Journal on July 23.

ETK is a Russia-registered subsidiary of Belarusian Oil Company, or BNK, and was created to sell petroleum products made by Naftan and Mozyr Oil Refinery in Russia. The EU said BNK is controlled by the Belarusian state through its ownership by Belorusneft, Naftan and Mozyr.

Mozyr is one of Belarus’s two oil refineries and part of the Belneftekhim concern, which has been under EU restrictive measures since Aug. 3, 2023. It is owned almost entirely by the Belarusian state and Slavneft and is also a part-owner of BNK.

The entries include registration numbers, addresses, contact details and associated entities for both companies. Those identifiers may affect sanctions-screening matches and list maintenance, particularly where corporate relationships connect Russian and Belarusian petroleum businesses.

The council said ETK is associated with, owned and controlled by entities supporting the Lukashenka regime. It said Mozyr supports and benefits from that regime because of its importance to the Belarusian economy and its links to state-connected enterprises.
