Canada imposes new Russia sanctions targeting drones, LNG and cyber suppliers
Canada is imposing additional sanctions on Russia under the Special Economic Measures (Russia) Regulations, listing 13 individuals, 11 entities and 100 vessels, Foreign Affairs Minister Anita Anand said. The measures were announced Nov. 12, 2025.
What happened
Global Affairs Canada said Foreign Affairs Minister Anita Anand announced additional sanctions against Russia under the Special Economic Measures (Russia) Regulations.
Who is affected
The sanctions list 13 individuals and 11 entities. Global Affairs Canada said the listings include several parties involved in the development and deployment of Russia’s drone program.
The measures also list 100 vessels described as part of Russia’s “shadow fleet.”
What the measures target
Global Affairs Canada said the new measures are intended to increase economic costs on Russia by targeting energy revenues and “financial enablers,” and by degrading Russia’s conventional and hybrid military capabilities.
For the first time, Canada has also sanctioned entities that supply cyber infrastructure used in Russian hybrid strategies against Ukraine, the department said.
Global Affairs Canada said several Russian liquefied natural gas entities were also sanctioned as Russia continues to rely on energy revenues to fund its war against Ukraine.
Statement from the minister
“Canada remains unwavering in its commitment to Ukraine’s sovereignty and its people,” Anand said, adding that Canada will continue to intensify pressure through sanctions in coordination with allies and partners “until Russia puts an end to its unjustified invasion of Ukraine.”
Context provided by Global Affairs Canada
Global Affairs Canada said Canada has imposed sanctions on more than 3,300 individuals and entities since 2014 related to Ukraine’s sovereignty and territorial integrity and to human rights violations.
The department said Canada has sanctioned over 400 vessels linked to Russia’s shadow fleet based on their involvement in transporting property and goods for the benefit of Russia or persons in Russia.
