The U.S. Treasury's Office of Foreign Assets Control added five individuals and seven entities to its Specially Designated Nationals List under Russia-related and cyber-related authorities and issued Russia-related FAQ 1224. The action was released Nov. 19, 2025.
WASHINGTON, November 19, 2025 — The U.S. Treasury Department's Office of Foreign Assets Control added 12 Russia-linked cyber targets to its Specially Designated Nationals and Blocked Persons List on Wednesday and issued Russia-related Frequently Asked Question 1224.
Included in the designations are five individuals and seven entities identified under CAATSA-related Russia sanctions and OFAC's cyber-related authority. Several of the newly listed parties were identified as linked to AEZA Group LLC, while others were linked to Media Land, LLC.
Among the newly designated individuals are Maksim Vladimirovich Makarov, Yulia Vladimirovna Pankova, Aleksandr Aleksandrovich Volosovik, Ilya Vladislavovich Zakirov and Kirill Andreevich Zatolokin. OFAC's entry for Volosovik also included a bitcoin address.
Entities added to the SDN List are Data Center Kirishi Limited Liability Company, Datavice MCHJ in Uzbekistan, Hypercore Ltd in the United Kingdom, Media Land Technology Limited Liability Company, Media Land, LLC, ML.Cloud, LLC and Smart Digital Ideas DOO in Serbia. The listings identify addresses or registration details in Russia and several other jurisdictions, including Uzbekistan, the United Kingdom, Serbia and Hong Kong.
