LONDON, September 7, 2026 — The UK updated the sanctions entry for Abubakar Swalleh while retaining an asset freeze, arms embargo and travel ban under its ISIL and Al-Qaeda regime.
The Foreign, Commonwealth and Development Office made the variation to the UK Sanctions List on Sept. 7. Swalleh remains designated under the Isil (Da’esh) and Al-Qaeda (United Nations Sanctions) (EU Exit) Regulations 2019. The designation source is the UN, and the entry gives a designation date of June 16, 2025.
UK authorities say Swalleh has provided financial, material or technological support for ISIL. They describe him as a facilitator who, since 2018, has provided financial and logistical support and recruited for the group in East and Southern Africa.
The current listing identifies him as a Ugandan national and includes multiple names, dates of birth, passport details, a Ugandan national identifier, a telephone number and an address at Luzira Prison in Kampala. It also links the name Isaac Mupeta to a Zambian passport described as fraudulently acquired.
