UK updates Russia sanctions entries for 2Rivers entities and three individuals

LONDON, June 9, 2026 — Britain updated five existing Russia sanctions entries on Tuesday, revising records for 2Rivers PTE LTD, 2Rivers DMCC, Ahmed Kerimov, Talat Safarov and Anar Madatli under the UK Sanctions List, according to a Foreign, Commonwealth and Development Office notice.

The June 9 notice does not add new Russia designations. It makes five variations, meaning the named parties remain sanctioned while their entries are amended. The GOV.UK regime page says the Russia list was last updated on June 9, 2026, and records the change as five variations.

The two entities, 2Rivers PTE LTD in Singapore and 2Rivers DMCC in Dubai, remain subject to asset freezes, trust services sanctions, director disqualification sanctions and transport sanctions. The notice says both are suspected of obtaining a benefit from or supporting the Russian government by operating in the Russian energy sector, which Britain describes as strategically significant to Moscow.

The three individuals — Kerimov, Safarov and Madatli — are Azerbaijan nationals listed with Dubai addresses. All remain subject to asset freezes, travel bans, trust services sanctions, director disqualification sanctions and transport sanctions. Britain says they owned or controlled, directly or indirectly, and worked as directors of Coral Energy Group, now 2Rivers Group, which it says carried on business in the Russian energy sector.

The variations appear to update identifying details and name references, including the use of 2Rivers and former Coral Energy naming across the entries. The companies were originally designated on Dec. 17, 2024, while the three individuals were designated on May 9, 2025, according to the notice.
