OFAC sanctions China-linked trading network accused of supporting Iran arms activity
The U.S. Treasury's Office of Foreign Assets Control added three individuals and nine entities to the SDN List in an Iran-related and nonproliferation action effective May 8, 2026. OFAC also updated three existing entries, including adding new sanctions authorities to two entities.
WASHINGTON, May 8, 2026 — The Office of Foreign Assets Control added 12 people and companies to its Specially Designated Nationals and Blocked Persons List in an Iran-related and nonproliferation action, including three individuals and nine entities in China, Hong Kong, Belarus, the United Arab Emirates and Iran-linked commercial networks.
The newly listed individuals were Li Genping of China, Mohammadmahdi Maleki, an Iranian national listed in Belarus, and Belarus national Mohammed Ali Tolibov. OFAC marked each as subject to secondary sanctions and tied them to entities already identified in the action, including Hitex Insulation Ningbo Company Limited, the Center for Innovation and Technology Cooperation, and Armory Alliance LLC.
The newly designated entities included AE International Trade Co Limited, Armory Alliance LLC, Elite Energy FZCO, Hitex Insulation Ningbo Company Limited, HK Hesin Industry Co Limited, Mustad Limited and Yushita Shanghai International Trade Co Limited, all listed under the NPWMD and IFSR programs. OFAC also added Meentropy Technology Hangzhou Co Ltd and The Earth Eye Co under the Iran Conventional Arms authorities.
Several of the newly listed companies were linked to the Center for Innovation and Technology Cooperation, while Hitex Insulation Ningbo Company Limited was linked to Pishgam Electronic Safeh Company and Elite Energy FZCO was linked to AE International Trade Co Limited.
OFAC also amended three existing SDN entries. The Center for Innovation and Technology Cooperation entry was updated with additional aliases, addresses, an establishment date, a target type and an Iranian national identification number. Chang Guang Satellite Technology Co., Ltd. was updated to add aliases and the Iran Conventional Arms authority alongside its existing Russia-related designation. The Ministry of Defence Export Center entry was revised from Ministry of Defense Logistics Export and now includes additional aliases and the Iran Conventional Arms authority.
