OFAC removes narcotics-linked parties and three Russia-related vessels from SDN List
OFAC removed multiple counter-narcotics-linked individuals and one company, along with three Russia-related vessels, from its Specially Designated Nationals List on March 31, 2026. The deletions took effect with the list update published today.
WASHINGTON, March 31, 2026 — The U.S. Treasury Department’s Office of Foreign Assets Control removed several entries from its Specially Designated Nationals List, including parties previously tagged under its counter-narcotics program and three vessels listed under Russia-related authorities.
The counter-narcotics deletions cover two individuals with multiple aliases: Luis Rodriguez Olivera and Esteban Rodriguez Olivera. OFAC also removed Hector Mario Urdinola Alvarez, also known as “Chicho,” and Colombian company Joyeria Manuella H.M. The affected counter-narcotics entries were identified in the update with the SDNTK program tag.
The Russia-related deletions involve the vessels Fesco Moneron, Fesco Magadan and SV Nikolay. OFAC’s entry identified the first two vessels as linked to PSB Lizing OOO and SV Nikolay as linked to Alfa-Lizing OOO. All three vessel entries carried the Russia-related Executive Order 14024 designation tag in the update.
The agency published the changes as deletions from the SDN List in a March 31, 2026, recent actions notice. The notice stated there were no unrelated administrative list changes.
