OFAC issues two general licenses, updates SDN and FSE lists
The Treasury Department’s Office of Foreign Assets Control issued International Criminal Court-related General License 11 and Iran-related General License S on Dec. 18, 2025, and updated its SDN and Foreign Sanctions Evaders lists.
The Treasury Department’s Office of Foreign Assets Control issued two new general licenses and made updates to its sanctions lists on Dec. 18, 2025.
OFAC issued International Criminal Court-related General License 11, titled “Authorizing the Wind Down of Transactions Involving Certain Persons Blocked on December 18, 2025.”
OFAC also issued Iran-related General License S, titled “Authorizing Limited Safety and Environmental Transactions and the Offloading of Cargo Involving Certain Persons or Vessels Blocked on December 18, 2025.”
OFAC said it updated the Specially Designated Nationals and Blocked Persons List and the Foreign Sanctions Evaders List.
As part of the SDN List update, OFAC added individuals and entities, and it also added multiple vessels under Iran-related authorities.
OFAC also removed VELES INTERNATIONAL LIMITED from the SDN List. The entry referenced Russia-related authority Executive Order 14024 and included a note stating: “Secondary sanctions risk: See Section 11 of Executive Order 14024.”
