OFAC issues amended Russia license, updates FAQs and Venezuela translations
OFAC issued Russia-related General License 13Q, amended two Russia-related frequently asked questions, and published Spanish translations of five Venezuela-related general licenses and 19 related FAQs on April 8, 2026.
WASHINGTON, April 8, 2026 — The Treasury Department’s Office of Foreign Assets Control issued Russia-related General License 13Q, titled "Authorizing Certain Administrative Transactions Prohibited by Directive 4 under Executive Order 14024," and amended Russia-related FAQs 999 and 1118.
OFAC also published Spanish translations of five Venezuela-related general licenses: General License 46B on certain activities involving Venezuelan-origin oil or petrochemical products; General License 47 on the sale of U.S.-origin diluents to Venezuela; General License 48A on the supply of certain items and services to Venezuela; General License 49A on negotiations of and entry into contingent contracts for certain investment in Venezuela; and General License 50A on transactions related to oil or gas sector operations in Venezuela of certain entities.
The agency said Spanish translations of 19 associated frequently asked questions were also published. OFAC said the Spanish translations are for informational purposes only.
