OFAC adds further Iran-linked targets, issues wind-down license for certain newly blocked vessels
The US Treasury on Tuesday added numerous individuals and entities to its sanctions list in an Iran-related action tied largely to Mohammad Hossein Shamkhani’s shipping network, while issuing a temporary wind-down license for certain vessels.
WASHINGTON, July 14, 2026 — A broad Iran shipping action expanded US sanctions exposure across maritime, logistics and finance identifiers, adding people, companies and vessels tied in OFAC records to Mohammad Hossein Shamkhani and several shipping firms.
The Treasury Department's Office of Foreign Assets Control added 10 individuals, 24 entities and 20 vessels to the Specially Designated Nationals and Blocked Persons List under the Iran-related Executive Order 13902 tag. The newly listed parties include people in the United Arab Emirates, Iran, Singapore, Russia and other jurisdictions, and companies registered or operating in Dubai, Singapore, Hong Kong, India, the Marshall Islands, Saint Kitts and Nevis, the British Virgin Islands and Iran.
The maritime focus is central to the update. The designated vessels include general cargo ships, container ships, bulk carriers and chemical or oil tankers operating under or formerly associated with flags including Iran, Panama, Antigua and Barbuda, Barbados, Palau and Saint Kitts and Nevis. Several entries include IMO numbers, MMSI numbers and corporate links, giving compliance teams vessel-specific indicators for screening trade, freight and financing activity.
OFAC also issued Iran General License Z, authorizing wind-down activities, limited safety and environmental transactions, and cargo offloading involving certain persons or vessels blocked on July 14. The license provides a defined authorization for those limited categories of activity involving newly blocked parties and vessels.
In a separate SDN List update, OFAC amended the entry for Bank Markazi Jomhouri Islami Iran, also known as the Central Bank of Iran, to add four additional TRX digital currency addresses. Its record continues to carry Iran, counterterrorism, IRGC and Iran financial-sector sanctions tags and links to the IRGC-Qods Force and Hizballah. OFAC listed no unrelated administrative changes.
