OFAC adds Cuban bank, state firms, revises diplomatic license

WASHINGTON, Sept. 3, 2026 — The Treasury Department’s Office of Foreign Assets Control expanded its Cuba sanctions list into banking, fuel distribution and mining-related commerce, while authorizing certain transactions needed by foreign diplomatic missions on the island.

OFAC added one Cuban individual and five Cuban entities to the Specially Designated Nationals List under Executive Order 14404. The entities include Banco Exterior de Cuba and four state-owned enterprises involved in fuel wholesale, petroleum supplies, mining support and wholesale trade.

The individual, Fidel Ernesto Castro Calis, is identified as linked to Alejandro Castro Espin. The agency provided a birth date and nationality for Castro Calis, while the entity entries include details such as aliases, establishment dates, organization types and, for the bank, a SWIFT/BIC code. Those identifiers add new data points for sanctions screening and list maintenance.

In a separate Russia-related change, OFAC deleted four SDN records associated through reciprocal aliases and shared identifiers with Dulac Capital Ltd and representative offices named in Moscow and St. Petersburg. The deleted records had been listed under Executive Order 14024 and carried a reference to secondary sanctions risk.

General License 4A authorizes transactions involving people blocked under Executive Order 14404 when ordinarily incident and necessary to the official business of third-country diplomatic or consular missions in Cuba. It also covers certain funds transfers and account maintenance for personal expenditures by mission employees, grantees, contractors and family members sharing their homes.

The license does not unblock property. It took effect Sept. 3 and fully replaced General License 4, dated July 23, 2026.
