PARIS, October 2, 2026 — France’s Directorate General of the Treasury announced the removal of two individuals from the country’s national register of persons and entities subject to asset-freezing measures.
The Treasury’s Oct. 2 sanctions notice lists Mohand Mouloud Aoussat, born Jan. 22, 1961, and Hattek Benferhat, born Sept. 9, 1985, under the section covering removals and the lifting of asset-freezing measures. Aoussat is also listed under the alias Noureddine Aoussat.
Both individuals had been subject to France’s national asset-freezing regime under Article L. 562-2 of the Monetary and Financial Code. The notice cites legal instruments ECOT2608684A and ECOT2608582A, respectively, both dated March 31, 2026. The Treasury reported no additions to the register and no modifications to existing designations in the same update. The national register consolidates asset-freezing measures applicable in France under national, European Union and United Nations frameworks.
The notice states that asset-freezing measures must be implemented without delay and notes that, where there is any discrepancy, the underlying official legal acts take precedence over the Treasury’s information bulletin.
