European Commission updates 21 ISIL, Al-Qaida sanctions entries
The European Commission updated identifying data for 21 people and entities subject to EU asset-freeze measures targeting ISIL and Al-Qaida associations, with the changes taking effect Aug. 28.
BRUSSELS, Aug. 27, 2026 — The European Commission amended 13 individual and eight entity entries under the European Union’s ISIL and Al-Qaida sanctions regime, incorporating changes adopted by a UN Security Council sanctions committee on Aug. 18.
The entries remain covered by measures freezing funds and economic resources. The EU regulation also prohibits funds or economic resources from being made available directly or indirectly to listed parties.
The revisions add or modify aliases, birth details, nationalities, passport information, addresses and descriptions of ties to designated organizations. They also clarify reports that several listed individuals have died and add information about convictions, detention, leadership roles and other activities.
Among the individual changes, Nurjaman Riduan Isamuddin’s entry now includes an additional birth year and birthplace, Malaysian nationality alongside Indonesian nationality, and classifications for his aliases. Umar Patek’s listed birth year changes from 1970 to 1966, while his entry gains information about his role in Jemaah Islamiyah, conviction and parole. Monir Chouka’s data now includes an additional alias, a Syrian address as of 2023 and reported associations with ISIL.
The entity revisions provide further information on organizations including Al-Qaida in the Arabian Peninsula, the Islamic Jihad Group and the Wafa Humanitarian Organisation. Other changes remove or refine address and location information for several groups.
Because the action changes names and other identifiers rather than adding or removing listed parties, it may affect sanctions-screening matches and the maintenance of internal watchlist data.
Commission Implementing Regulation 2026/1965, the 360th amendment to Council Regulation 881/2002, is binding and directly applicable across EU member states. It enters into force the day after its publication in the Official Journal.
