BRUSSELS, May 26, 2026 — The Council of the European Union adopted an implementing regulation amending Annex IV to Regulation (EU) 2024/1485, replacing the existing entries for seven natural persons listed under the bloc’s restrictive measures in view of the situation in Russia.

The regulation says the amendments follow a review of Council Decision (CFSP) 2024/1484 and affect the identifying information and statements of reasons for the individuals concerned rather than adding new names. The revised entries cover Nikolai Pavlovich Dubovik, Eduard Borisovich Erdyniev, Andrey Vladimirovich Fedorov, Sergey Vladimirovich Blinov, Evgeny Vladimirovich Borisov, Denis Gennadievich Popov and Ekaterina Feliksovna Tiamina.

The updated records describe current or former judicial and prosecutorial roles held by the listed individuals and restate the council’s reasons for their inclusion. Several entries cite actions involving Alexei Navalny, including court decisions and prosecutorial oversight, while the entry for Tiamina cites cases involving Ioann Kurmoyarov and Viktoria Petrova.

According to the annex, the original listing dates for the seven individuals remain unchanged, with five dated May 27, 2024, and two dated May 20, 2025.

The regulation was adopted on May 26, 2026, and enters into force on the day following its publication in the Official Journal of the European Union.
