The Council said Agronom-Sad holds a leading position in Russia's agricultural sector and has received subsidies from the Russian government.

EU authorities determined that Belyavtseva qualifies for sanctions as a leading Russian businessperson involved in economic sectors providing substantial revenue to the Russian government.

The designation subjects Belyavtseva to an asset freeze and prohibits EU individuals and entities from making funds or economic resources available to her. She is also subject to EU travel restrictions under the corresponding sanctions framework.

The measures were introduced through Council Implementing Regulation (EU) 2026/2263, published in the EU Official Journal on Oct. 8, 2026, and entered into force the same day.
