BRUSSELS, October 8, 2026 — The European Commission adopted Implementing Regulation (EU) 2026/2287 on Oct. 8, following a Sept. 28 decision by the United Nations Security Council sanctions committee to revise the identifying information associated with one designated entity. The amendment changes the group's primary listed name from Khatiba al-Tawhid wal-Jihad (KTJ) to Khatiba Jama’at al-Tawhid wal-Jihad (KTJ), while retaining Jannat Oshiklari and other name variations as aliases. The revised entry also incorporates Arabic-script aliases and updates the group's original Cyrillic-script name to improve identification.

According to the regulation, KTJ operates under the umbrella of the Al-Nusrah Front for the People of the Levant, primarily in Syria's Hama, Idlib and Latakia provinces. The listing also identifies operations across several countries, including Turkey, Kyrgyzstan, Uzbekistan, Russia, Tajikistan, Kazakhstan, Egypt, Afghanistan and Ukraine.

KTJ was originally designated on March 7, 2022, and remains subject to the EU's asset-freezing measures under Council Regulation (EC) No. 881/2002.

The amendment does not introduce a new sanctions designation or remove an existing entity. Instead, it updates identifying information to reflect the revised U.N. listing, supporting more accurate sanctions screening and compliance checks.

The regulation was published in the Official Journal of the European Union on Oct. 9 and entered into force on Oct. 10, 2026. It is directly applicable in all EU member states.
