Ecuador gang, Southeast Asia-linked crypto platforms sanctioned by OFAC

WASHINGTON, September 9, 2026 — The US Treasury Department’s Office of Foreign Assets Control added four entities to its Specially Designated Nationals and Blocked Persons List on Wednesday, targeting a transnational criminal group and technology businesses linked to illicit financial activity.

OFAC designated Los Tiguerones, an Ecuador-based criminal organization also known as Los Fenix and Los Igualitos, under US counterterrorism authorities. The group was listed as both a Foreign Terrorist Organization and a Specially Designated Global Terrorist, with OFAC flagging secondary sanctions risk under Executive Order 13224, as amended.

The agency also designated Xinbi Guarantee, which OFAC identifies as operating across Burma, Thailand and Laos, under transnational criminal organization authorities. The listing includes dozens of TRON cryptocurrency addresses associated with Xinbi.

Two technology companies were also added under the transnational criminal organization sanctions program: Cambodia-based Anwen Technology Co., Ltd. and Singapore-based Safew Technology Co., Ltd. Both were listed as linked to Xinbi Guarantee.

As a result of the designations, property and interests in property of the sanctioned parties that are in the United States or in the possession or control of US persons are generally blocked, subject to applicable OFAC regulations and authorizations.

Separately, OFAC amended 10 frequently asked questions as part of its ongoing review of sanctions guidance and published two new FAQs, 1269 and 1270, addressing licensing-related issues. The updated material includes guidance concerning OFAC licences and the assessment of potential sanctions-list name matches.

OFAC also made administrative corrections to several existing SDN List entries. The agency said those changes correct errors only and do not impose new sanctions on the affected names.
