Commerce shifts sound suppressors to export control list
The Commerce Department will move certain sound suppressors under the Export Administration Regulations on Nov. 20, aligning them with firearms controls while retaining licensing requirements for specified transactions.
WASHINGTON, July 27, 2026 — The Commerce Department is shifting certain silencers, mufflers and sound suppressors from the State Department's U.S. Munitions List to the Bureau of Industry and Security's Export Administration Regulations, effective Nov. 20.
The products will be added to the Commerce Control List, aligning their treatment with controls already applied to firearms. BIS described the change as deregulatory and said it would ease the compliance burden on the U.S. firearms industry while preserving national security protections.
BIS will require a license for certain exports, reexports and in-country transfers of the newly controlled suppressors. Licensing also covers releases of related software and technology to foreign persons.
License exceptions currently available for firearms will become available for suppressors. For compliance teams, the shift changes the governing list and regulatory framework rather than ending controls: affected products move to the Commerce Control List and its associated Export Administration Regulations procedures.
